Before you're allowed to do anything, you must fill out a request form
indicating everything you're going to do to the minute. This form must
have everything that you'll do to verify that things are going according
to plan. And if they're not, you must indicate what you'll do about it
ahead of time.
Then you have to file this form with a review group at least one week
ahead of time. If you need to act before the plan is reviewed, you need to
ask permission of another group first providing full justification
including permission by a higher authority.
When your request is reviewed, any failure to dot an 'i' or cross a 't' is
grounds for summary rejection of your request.
If by some chance your request is approved, you need to appear before a
scheduling committee that will review everything going on at that time to
make sure you're not overscheduled.
If anything seriously goes wrong, you need to fill out a form that says
exactly what has gone wrong and how you messed up in gory detail. They
you have to appear before an inquisition to offer a heartfelt mea culpa.
(For any that might not guess, this is only a bit worse than the corporate
world in which I live.)

All hidden agendas must be disclosed.
You may submit your hidden agenda under seal, using the rules specified
elsewhere for handling secret documents.
If your hidden agenda is one of the standard ones (Homosexual recruitment,
Elders of Zion, etc.) you may submit it by reference rather than an actual
full copy.
Once you have submitted your hidden agenda to the Review Committee in
secret, you may make a public statement denying such an agenda exists.
The Review Committee will not make any public confirmation or denial.
