Friday, November 11, 1994 TURN BALLOT STUBS INTO LOTTERY TICKETS I have a suggestion for getting out the vote among those groups who are typically underrepresented at the polling booth. I propose we use the little ticket stubs you get after you vote as tickets to a million-dollar lottery, to be held after each election. The public might well support such an idea. After years of watching millionaire politicians stuffing their wallets with payoffs, perks, bribes and so-called campaign ''contributions,'' the voters might appreciate a chance at getting a kickback for themselves. The next election would see the poor, the downtrodden and the disenfranchised turning out in record numbers to express their views and receive their free lottery tickets. The political landscape would be forever changed. It's time to reward ourselves for doing our civic duty the same way we reward our civil servants for doing theirs -- with cash. --Earl Vickers Campbell
