Present
Planning Consultant,
San Francisco
Neuwirth & Associates provides environmental planning assistance as an independent
contractor to non-profit, corporate and governmental organizations.
Current projects include
park planning for the State Coastal Conservancy; University of California,
Santa Barbara; Cities of Albany and Santa Cruz and State Parks.
Major recent clients
are:
East
Bay Regional Park District, Oakland
Funded by the State Coastal Conservancy, Neuwirth
& Associates managed the planning, citizen participation and environmental
assessment effort on the recently acquired Eastshore State Park for the East
Bay Regional Park District. This joint project of the Conservancy, Park District
and State Department of Parks and Recreation was completed in March 2003.
San Francisco Bay
Conservation and Development Commission, San Francisco
Neuwirth & Associates were retained by the Bay Commission to conduct all its
environmental review and regulatory functions for the runway reconfiguration
proposal by San Francisco International Airport. This $3.5 billion project
was suspended in May 2003.
Trust for Public
Land, San Francisco
Funded by the Goldman Fund, Neuwirth & Associates provided staff training
and technical assistance for urban parks and waterfront enhancement projects.
This work resulted in park development and planning in India Basin and Visitacion
Valley in San Francisco and Union Point, Fruitvale and Chinatown in Oakland.
Also, new segments of the Bay Trail were constructed in Benicia.
California Environmental
Trust, San Francisco
Neuwirth & Associates coordinated a project to develop an upland rehandling
and disposal site for dredged materials from San Francisco Bay. This planning
effort involved the Bay Area ports, regulatory agencies and environmental
organizations. The State Coastal Conservancy funded it.
Industrial Areas
Foundation, San Francisco
IAF hired Neuwirth and Associates to conduct public policy research and strategic
analysis for their community organizations throughout California.
Corporation for
National and Community Service, Center for National Service and the Environment,
The Presidio, San Francisco
Neuwirth and Associates provided technical assistance on project evaluation
and contributed to a Corporation-sponsored publication on environmental program
assessment.
East Bay Regional
Park District, Oakland
As part of the District's Master Plan revision, Neuwirth & Associates provided
technical assistance in public participation and corporate outreach efforts.
Work products included development and implementation of a park visitor survey
of over 700 participants.
The Green Ribbon
Panel, San Francisco
The Panel engaged Neuwirth & Associates to restructure its Environmental
Achievement Awards for small business and provide strategic planning services.
California Conservation
Corps, Sacramento
Neuwirth & Associates assisted the CCC in marketing its services, diversifying
its funding base, training staff, developing new sources of revenue and advising
senior management. Training sessions were presented to enable Corps staff
to pursue alternative funding sources. Additionally, Neuwirth & Associates
developed grant proposals for mentoring, service learning, staff training,
military base conversion, affordable housing, telecommunications and hazardous
waste remediation. This effort was also directed at increasing funding for
local corps in California.
National Association
of Service and Conservation Corps, Washington, DC
Neuwirth & Associates presented workshops and provided staff training
on fund development and marketing for youth corps as part of a national technical
assistance program.

Service Corps, New York City Volunteer Corps, Milwaukee Community Service
Corps, and the City of Riverside.
1987-1992
Executive Director, Marin Conservation Corps, San Rafael. Directed fund
raising, marketing and public relations, day-to-day management, work and educational
program development for $1.5 million non-profit conservation corps. MCC is
a youth development program that combines outdoor conservation work with counseling,
training and education. It is supported by fee-for-service contracts with
land management agencies, foundation grants and federal and state funds.
1984-1987
Coastal Access Program Manager and Editor-in-Chief, California Coastal Conservancy,
Oakland.
Managed $4.5 million annual grant program for acquisition and construction
of new beach access facilities to and along the Pacific Ocean and San Francisco
Bay. Produced and co-authored Public Beaches: An Owner's Manual and
edited California Waterfrontage, a quarterly magazine. Developed the
California Urban Waterfront Area Restoration Financing Program, a $650 million
tax-exempt financing authority.
1973-1983
Coastal Access Program Manager and Coastal Analyst I-III, California Coastal
Commission, San Francisco.
Developed and operated California's first comprehensive beach access program.
Coordinated marketing, planning, acquisition, design and construction of shoreline
accessways with local governments, non-profit groups and other state and federal
agencies. Produced many publications including the California Coastal Access
Guide, published by University of California Press, which has sold over 100,000
copies. Planned, conducted environmental review and obtained funding for over
20 new parks as part of interim public use program with Department of Parks
and Recreation. These units were opened to the public and many other units
received Commission approval of their general development plans. Analyzed
and made recommendations on consistency of major residential, commercial and
recreational development with the Coastal Act. Examples of large-scale projects
reviewed include Lindbergh Field Terminal at San Diego International Airport,
PG&E Tanker Terminal at Moss Landing, Platform Honda OCS in Santa Barbara
Channel and Westside Transport and Clean Water Plant in San Francisco. Developed
and managed affordable housing program, which produced over 2000 units of
housing for low- and moderate-income people throughout the coastal zone. Prepared
Marine Environment, Transportation and Intensity of Development elements of
the Central Coast Regional Coastal Plan with significant public participation
and agency collaboration.
