Assumes diversity of outlets is best and feasible: free speech
Assumes that anyone can start their own media outlet
Owner of paper has control over content
Example: newspapers, (web pages?)

Broadcasting Model

Assumes that access to the medium is limited, 'scarce resources.'

Problem of interference between stations.

Govt. acts as a trustee for the public interest

Broadcasts have a public trust- work in public interest.

'Pervasive Influence' - Radio and TV can enter into any household, can influence children

Common Carrier Model

Assumes 'natural monopoly', that unity of service is best
Carrier has no control over content
Equal Access- regardless of race, creed, color
Universal Service- cross-subsidize, or price average the expensive routes?
Monopoly, price must be regulated
Examples: Old Telephone System, Trucking, Mail

Hybrid Model

Cable- is it like broadcasting, printing, common carrier?

Cable Regulation tries to blend the three models

Internet- is it like broadcasting, printing, or common carrier?
