"Low Impact 2" option
This is the favored proposal as of April 9, 2001. It's the higher
of the two "low impact" proposals, resulting in approximately
$100,000 annual revenue increase (assuming no change in
electricity cost to the City). Staff seems to be behind this
option too, and sent a mailing out today to all berthers with a
similar comparison chart.
Two subsidiary motions should be considered that address the
following issues:
1) Because increased electricity costs are not considered, and
because these costs could easily exceed $80,000/year when the
current ABAG contract runs out in January '02, the berth rate
ordinance should include a mechanism for rapidly adjusting the
charges for unmetered power to reflect a sudden and dramatic
increase in cost to the city.
2) The rate charged to BCDC-approved houseboats on docks H and I
(floating homes) should be brought into conformity with the new
fees. Current charges are far below market rate for these very
rare and valuable permitted houseboat berths. There is no reason
to discount them below the berth rate for the rest of the marina.
