Here's the unofficial word from the City Attorney:

Subject: RE: Web Pages, Commissions, and Brown Act Compliance

The Brown Act forbids any discussion whether public or not of a quorum of a legislative body except at a duly noticed public meeting. Thus we cannot legally create commission web pages for commissioner discussion irrespective of whether the web pages are open to the public. Sorry.

Unfortunately it seems that a strict interpretation is forcing a return to minority-faction voice communication among commissioners, completely outside of the public eye. Exactly the opposite of the Brown Act's intent!
